I think it does depend on the people. If with a group of small kids, probably Runaway Railway, though that has been known to have the longest lines at the beginning of the day. If an older family, then maybe Slinky Dog. But that also depends on how much people in the group like roller coasters. I think Smuggler’s Run is a possibility also because it can have long lines throughout the day.

Recently I heard Tower of Terror if you want to ride it because the wait times can get upwards of 120 minutes advertised now. Tower of Terror is still social distancing on the ride, and it has slow load and unload times which means less riders per hour. Then do Rock N' Roller Coaster since it is right next to ToT.

Previously, I would try to rope drop Run Away Railway, and then go to Slinky Dog - but MMRR's wait times are a lot better now that they're seating every row - most people go there first because it is the new ride, and as you get later in the afternoon (around 2pm-3pm) wait times can drop as low as 30 mins from what I've seen. It may be advertised as higher but actual wait times will be closer to 30 mins.

Slinky Dog also tends to drop as you get towards the late afternoon, but closer to 4pm-5pm.

Smuggler's Run could be a rope drop, as it tends to stay high throughout the day but you could also wait until dinner or right before close to hop on it and the wait time will also be lower.

So what do you do in between?

Toy Story Mania, Alien Swirling Saucer, Star Tours - wait times for these tend to be short, usually no more than a 30 minute actual wait, and even shorter around lunch and after.

Then there are the shows, For the First Time in Forever (Frozen Sing along), Muppet Vision 3D, Lightning McQueen's Racing Academy, Vacation Fun (Mickey & Minnie short), Disney Junior Play and Dance (if you have young children) and Walt Disney Presents - I would check wait times for these (often they have no wait time at all other than waiting for the next show) and just do them in whatever order makes sense. The Frozen sing along is on a schedule, so just plan to show up a little before one of them start to get a seat, or you can chance it and show up right before it starts and see if there is any availability.

For me, Toy Story Mania for sure. Second choice would be Mickey and Minnie's Runaway Railway.

Probably Runaway Railway not even because of wait times or strategy, just because I haven't been on it yet!

What worked for us our last trip was:

1. RR
2. S.D.D.
3. R.R.
4. T.T.

Then back to Toy story land-for the others there.

End of day, Mickey & Minnie's gets to 20 minutes daily. We drop Smugglers, then head to Toy Story Mania. After that, scope the line for Slinky, otherwise head to a brunch spot. We grabbed Slinky, Mickey & Minnie and Smugglers at the end of the day on Wednesday. the last 90 minutes, we were able to get them all done.

So for my family, most of my siblings are thrill-seekers and some are just not as much. So my first ride to go to at rope drop is Tower of Terror. It usually gets a long line during the day and usually never goes down much depending on when you go. So while The thrill people go on the tower of terror, the rest of them will properly go and get in line for something like Mickey and Minnie's, Toy Story Mania, or Alien Swirling Saucers. Hope this helped for people with big family's (like mine) or have kids that are not yet tall enough for those thrill rides. :D
