Not a mandate and Disney has yet to make any official policy changes; per your first link:
"I am not at the point, at this point, where I want to reinstitute a mandate," Demings said Monday. "This is a strong recommendation at this point. We will continue to monitor these numbers on a daily basis."
Disney probably should update their policy and require masks for all visitors indoors, because it's fairly obvious that people aren't obeying the current rules and masking if unvaccinated (even assuming every adult is vaccinated, which they aren't, you see lots of kids too young to be vaccinated without masks at the parks). That has not happened yet, and I'll be surprised if Disney does reverse course and change their rules again at this point unless forced to by another county mandate.

Beginning July 30, face coverings are required for all Guests (ages 2 and up) while indoors and in Disney buses, monorail and Disney Skyliner, regardless of vaccination status. This includes upon entering and throughout all attractions. Face coverings remain optional for all Guests in outdoor common areas.
The grid. A digital frontier. I tried to picture clusters of information as they moved through the computer. What did they look like? Ships, motorcycles. With the circuits like freeways. I kept dreaming of a world I thought I'd never see.

The Mayor did not make it mandatory however as of tomorrow Disney is now requiring masks on indoors.😷

YUP. My announcement came TRUE. CDC agrees with Mayor of Orlando. Masks required indoors at Disney World, Universal and Disneyland just applied it in CA.

Reviews from Disney Visitors and Fans about the mask requirement.
